Bylaws

ARTICLE 1. ANNUAL MEETING
The annual meeting shall be held between July 1st and December 31st of each year. The time and place of the annual meeting shall be determined by the Executive Committee and written notice of said annual meeting shall be sent to all active members at least ten days before the meeting.

ARTICLE 2. MEMBERSHIP CLASSIFICATION
Active Membership: Any accounting or finance officers, whether elective or appointive, of a public jurisdiction of the State of Minnesota.
Associate Membership: Any other person (not firm) not a member of a public jurisdiction who is interested in the principles and practices of governmental finance and who subscribes to the purposes of this association, including public accountants, consultants, students, etc.
Student Membership: Any part-time or full-time student enrolled at a higher education institution who is interested in the principles and practices of governmental finance and who subscribes to the purposes of this association.
 

ARTICLE 3. DUES
Annual dues to finance the functions of the Association effective January 1, 2019 shall be as follows:

Active Membership:

$70.00 each

Associate Membership:

$95.00 each, non-voting except if a member of the Executive Committee

Student Membership:

$10 each, non-voting



Annual dues are for the fiscal year. Membership renewals are due on or before February 1st annually. New members shall submit an application for membership along with annual dues.
Any member may be suspended from the Association for delinquency of payment of dues after May 31st of the fiscal year.

ARTICLE 4. ANNUAL MEETING ORDER OF BUSINESS
At the Annual Meeting the order of business shall be:

  1. Introduction of Executive Committee
  2. Approval of Minutes
  3. Reports of Officers
  4. Reports of Regular Committees
  5. Reports of Special Committees
  6. Communications
  7. Unfinished Business
  8. New Business
  9. General Discussion
  10. Announcement of Treasurer

ARTICLE 5. RULES OF ORDER
“Roberts’ Rules of Order, As Revised” shall govern all proceedings insofar as they are not inconsistent with the constitution bylaws.

ARTICLE 6. FISCAL YEAR
The fiscal year shall be January 1st through December 31st effective January 1, 1982.
